CalAIM: What Is Next for Enhanced Care Management and Community Supports

California has embarked on an ambitious plan to reform the Medi-Cal system under the CalAIM initiative. Implementation of key reforms began in 2022 and continue to be phased in across the state. The Department of Health Care Services (DHCS) has framed its key reforms as a pathway to “create a more coordinated, person-centered, and equitable health system that works for all Californians.” Enhanced Care Management (ECM) and Community Supports are an integral part of CalAIM’s goal to transform Medi-Cal and break down the barriers between traditional medical care and social services and supports. The statewide ECM benefit is intended to lead to more comprehensive care management for the most complex Medi-Cal members through person-centered care approaches. Community Supports are services that focus on health-related social needs and provide access and connections to alternative community-based services for members to help prevent the need for higher levels of care. With new leadership at DHCS and a few years of implementation to prompt reflections, there is an opportunity to hear from stakeholders on how California can take these programs to the next level.
