Artificial Intelligence, System Integrity, and Fraud, Waste, and Abuse

The rapid adoption of artificial intelligence (AI) across the health care ecosystem by providers, patients, vendors, and health plans has begun to reshape core operational, clinical, and compliance functions. California health plans are increasingly encountering new challenges and opportunities related to the use of AI by providers and members, and new vulnerabilities related to data privacy and system integrity.

As interest grows in modernizing fraud, waste, and abuse (FWA) oversight and ensuring ethical deployment of AI tools, there is significant interest in understanding the policy landscape, governance structures, and operational gaps. This seminar will explore how California health plans can balance the promise of AI with the need to protect enrollees, maintain compliance, and safeguard the financial integrity of the health care system. ZeOmega Session: Smarter Reviews, Real Savings: How AI is Reducing Provider Abrasion, Improving Member Access, and Driving Operational Savings  

AI is rapidly evolving from a productivity tool to a foundational capability for modern utilization management (UM), particularly in California's highly regulated environment. As health plans align with care coordination and compliance mandates and increasing regulatory expectations under SB 306, the role of AI must extend beyond efficiency to include transparency, auditability, and policy-driven decision support.  At the same time, we must reduce provider abrasion and support member access—all while driving operational savings.  

This session will explore the challenges CAHP members are facing and share lessons from both California and other regions dealing with similar challenges.  Using real-world implementation examples, the discussion will highlight how AI can improve turnaround times, reduce administrative burden, and enhance decision consistency, while maintaining governance controls, audit trails, and clinician oversight. Panelists will also examine how health plans can deploy AI responsibly by ensuring traceability of decisions, adherence to regulatory guidelines, and system integrity, positioning AI not just as an efficiency lever, but as a compliance-enabling infrastructure for next-generation UM.  Last but not least, we'll discuss how to use tools to enable clinicians to focus on high-value, member-supporting work, instead of manual administrative processes.
