Dominick Sparandeo, MBA, RN, ACRN, CCM, CPHIMS is a Clinical Consultant, counseling leading organizations across health plans, healthcare technology, and clinical services, including ZeOmega. He brings more than two decades of experience bridging clinical insight and technology modernization, driving AI adoption, operational efficiency, and better care outcomes across health plan and startup operations.

Until November 2025, Mr. Sparandeo served as Vice President of Clinical Care Operations for Florida Blue Medicare at Blue Cross Blue Shield of Florida, where he oversaw end-to-end clinical operations for Medicare Advantage—spanning case management, utilization management, physician advisors, community health, vendor management, data analytics, Stars, and risk adjustment. He directed the launch of new clinical programs for the Florida Blue Medicare Advantage subsidiary, implemented statewide community health and performance monitoring programs addressing social determinants of health, and spearheaded AI initiatives including LLM-powered medical record review, auto-routing rules, and rule-based automated approvals.

A nationally recognized clinical operations leader, Mr. Sparandeo has led population health programs across multiple states, including CMS Models of Care, NCQA accreditation, and oversight of LTSS case and utilization management for managed Medicaid. Over his career he has consistently delivered validated ROI of 5–6:1 through clinical operations innovation while recruiting, developing, and retaining teams of more than 200 staff. His prior executive roles include Vice President of Clinical Operations at MVP Health Care, Vice President of Clinical Operations and Utilization Management at Evolent Health—where he designed and implemented a national UM oversight program supporting Medicare Advantage, SNP, Medicaid, Commercial, and Exchange lines of business—and Clinical Plan Administrator at AIDS Healthcare Foundation/Positive Healthcare, where he directed clinical operations for Medicare CSNP and Medicaid special needs programs serving individuals with HIV and AIDS.

A registered nurse by training, Mr. Sparandeo began his career in hospital and community direct care and supervisory roles, including Hospital Nursing Supervisor, Critical Care Staff Nurse, and Nurse Informaticist — a clinical foundation that continues to inform his approach to inspiring clinicians to adopt automation and AI and translating complex clinical needs into actionable technology solutions. He is a recognized subject matter expert in medical management systems, overseeing RFPs, implementations, and the application of AI and automation—including robotics, LLMs, and OCR—to reduce errors, streamline approvals, and enhance throughput.

Mr. Sparandeo earned a Master of Business Administration in Healthcare Management from American InterContinental University, a Bachelor of Science in Liberal Studies in Health Professions and an Associate of Applied Science in Nursing from Excelsior College, a Certificate in Healthcare Risk Management from the University of Florida, and a Certificate in Artificial Intelligence: Implications for Business Strategy from the MIT Sloan School of Management. He is a Registered Nurse licensed in Florida and California, a Certified Case Manager (CCM), an AIDS Certified Registered Nurse (ACRN), a Certified Professional in Health Information Management Systems (CPHIMS), and a member of the Health Information and Management Systems Society (HIMSS).
